Debra PeytonDebra I. Peyton, Director, Division of Health and Human Services

Attended Hagerstown Community College and received an A.S. in Business Administration; attended University of Maryland University College and received a B.A. in Business Administration in 2010.  In 2008, became a certified Professional in Human Resources (PHR) through the Society for Human Resource Management.  Member of the National Society for Human Resource Management (SHRM); member of the Cumberland Valley SHRM; currently serving on the CVSHRM  Executive Board as President-Elect. Debra has 11 years of experience in Human Resources.

Debra is responsible for the administration of all benefit coverage including health, vision, dental, life, short-term disability, long term disability, AD&D, flexible spending accounts and retirement.


Brian OvercashBrian K. Overcash, Safety Compliance/Training Coordinator

Attended West Virginia University and received a B.A. in 1992 and M.S, Safety Management, 1995. Have held position with Washington County Health and Human Services since 1996. Member, National Safety Council of Maryland, and Western Maryland safety Council. Certified Safety Instructor.

Handles all county workers compensation claims, safety training, inspections, and policies.

Tracy McCammonTracy L. McCammon, Risk Coordinator

Attended Hagerstown Business College and received an A.A. in Accounting in 1996.  Began working in the Washington County Budget & Finance Department as Payroll Manager in 2007; transferred to the Health and Human Services Department in 2014 as Risk Management Administrator.

Handles all insurance issues relating to county buildings, properties, vehicles and liability.  Manages collection of county claims data and records for all county property and casualty claims.

Krista ShipleyKrista S. Shipley, Human Resources Coordinator

Began employment with Washington County Government in July 1988 as the Administrative Assistant to the Executive Director of the “The Sanitary District” currently the Department of Water Quality; transferred to Human Resources in September 1996; Human Resources Administrator for the department since July 2013.

Maintains all payroll records for new hires, terminations, change in pay status or job information.  Enrolls all COBRA and Retiree benefit information and employment activity.

Brittany HyattBrittany N. Hyatt, Benefit Coordinator

Attended West Virginia State University and received a B.A. in 2012.  Attended West Virginia Wesleyan College and received an MBA in 2014. 

Handles all general information for office and public, purchase orders and invoices, blood drives, casual days, and tuition reimbursement.
